G-Watch-SNPP Learning Exchange

On 9-11 March 2023, the G-Watch Center will hold a learning exchange with Samahan ng Nagkakaisang Pilipinong Pantawid (SNPP) in Baguio City. A national organization of beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps), SNPP was formed alongside the successful campaign to pass the 4Ps Law with SNPP leaders being at the forefront of the campaign.

 

G-Watch has been engaging 4Ps for several years now in partnership with Accountability Research Center (ARC). It released a report in 2021 that presents its monitoring findings on the state of 4Ps citizen engagement and accountability mechanisms during the COVID-19 pandemic and a TPA Now! paper that documents an initiative on 4Ps monitoring with commentary that reflects on SNPP and its significance. G-Watch also supported SNPP's validation of the Department of Social Welfare and Development (DSWD) list of 4Ps beneficiaries for delisting/ graduation. Recently, G-Watch held an online forum that looks into how DSWD lists beneficiaries for 4Ps through the Listahanan and how to improve its integrity and credibility. 

 

Twelve leaders of SNPP from all over the country will attend the learning exchange in Baguio that aims to (1) learn about both SNPP and G-Watch’s approaches to governance engagement; (2) know the updates and progress about the advocacy campaigns of SNPP in engaging the DSWD on the issue of delisting/ graduation of 4Ps beneficiaries; and (3) discuss the prospects of a joint monitoring initiative on health. Availing health services, such as pre-natal and post-natal care, deworming pills for 0-14 years old and preventive health check-ups and vaccines for 0-5 years children in 4Ps families, is one of the conditionalities of 4Ps. 

 

G-Watch will also be launching it ninth TPA Now! entitled "Dissonance Spotting" authored by G-Watch convenor-director and ARC researcher-adviser Joy Aceron that learns from G-Watch accountability frontliners' engagement of transparency, participation and accountability mechanisms during COVID, demonstrating the strength of using multi-level context analysis and engagement in enabling citizen movements to be strategic.
