From the Ground Up: Multi-Level Accountability Politics in Land Reform in the Philippines
In 1988, the Philippines enacted a land redistribution policy known as the Comprehensive Agrarian Reform Program (CARP). After almost three decades of implementation, an estimated 13 percent of the land targeted for redistribution remains in the hands of powerful landlords. This paper investigates the contestation involved in the implementation of agrarian reform through the lens of multi-level accountability politics.

Established in 2000 in response to the plethora of reports on corruption and inefficiency in the government, Government Watch (G-Watch) is an action research program of the Ateneo School of Government that specializes in expenditure-tracking and monitoring government agencies' program implementation. Citizen engagement for good governance is at the heart of the work of G-Watch. Its experience in engaging the government for performance monitoring has become a leading practice of social accountability.

The key issues for the 2016 elections were chosen by the Ateneo School of Government’s (ASOG).

Southern Leyte’s main sources of livelihood include coconut and abaca production and fishing.
