Multiply-Ed Holds Budget Accountability Forum in Puerto Princesa, Uses Participatory Multi-level Framework to Scrutinize Education Budget
Multiply-Ed, a civil society education accountability initiative, hosted a budget accountability forum in Puerto Princesa City on April 25. Conducted alongside its Youth-Led Education Reform Regional Conference (YERC), the forum convened student leaders, teachers and principals from schools covered by Multiply-Ed’s previoud monitoring as well as relevant government duty-bearers.

One of the key takeaways from the recent flood control plunder is that budget allocation without working accountability at all levels – at planning, authorization, implementation and accountability stages – can mean public resources lost to corruption. It is not enough that budget is allocated for services and programs that are crucial, budget advocates need to also ensure that budget allocated are actually implemented according to plan and following key standards critical to the people.

Representation as Key to Effective Indigenous People Education; First-Ever Indigenous Learners Education Conference Held
Learners from indigenous people (IP) communities, youth leaders, teachers and education stakeholders in Negros attended the first-ever youth-led education conference that centered on indigenous learners last March 14. Schools represented were Carabalan National High School, Bago Elementary School, Marikudo Settlement Elementary School, and Bagong Silang Elementary School. Duty-bearers from the local government of Himamaylan and the Department of Education also attended.

This paper, the 4th in the Special Policy Edition of TPA Now!, presents the situation of teachers and their lived experiences, the state of response of the government to improve teaching quality and the ways forward based on the Multiply-Ed E-Skwela forum on February 14, 2025, Multiply-Ed’s phase 2 monitoring and recent related reports and studies.

It shares existing efforts of the government, as well as lessons learned by Multiply-Ed on what civil society can do to make schools more inclusive based on the experience of Gayon Albay LGBTQ Organization Inc. (Gayon). Gayon is an organization whose mission is to empower local LGBTQIA+ communities in the Bicol Region.

Three organizations from the Philippines are represented in an international learning exchange on ‘Social Organizations and Democratic Futures in the Global South’ in Coachi, Colombia. Held on September 1-5, 2025 in Choachi, Colombia, the event saw the participation of the Samahan ng Nagkakaisang Pamilyang Pantawid (SNPP | Association of United Families of Conditional Cash Transfer Beneficiaries) and the Student Council Alliance of the Philippines (SCAP).

Local education duty-bearers were convened in a Save A Seat (SAS) Summit held on June 6, 2025 in Bai Hotel, Mandaue City. Organized by Multiply-Ed Cebu, the SAS Summit is a follow-up to the Save A Seat Conference held on November 25-27, 2024. This also kicks off the local SAS capacity-building workshops for Junior and Senior High School student leaders in X-Ed sites for the coming months.

Multiply-Ed Convenes Government Duty-Bearers to Learn About Services for Marginalized Learners
Marginalized learners confront structural barriers and systemic challenges that hamper their access to quality education and health services. Multiply-Ed 2.0 is zeroing in on the situation of disadvantaged learners, namely indigenous peoples, Muslims, girls, students with additional needs (SWANs) and LGBQTIA+. Last May 16, Multiply-Ed in Cagayan de Oro (CDO) and General Santos City (GenSan) convened duty-bearers to learn about government’s programs and services for marginalized learners. The event was attended by eight duty-bearers from the following offices:

We, the delegates of the Multiply-Ed Marginalized Learners Summit, call the attention of duty-bearers and policy actors to address continuing challenges confronting our sectors such as Indigenous Peoples (IPs), Students with Additional Needs (SWANs)/ Persons with Disabilities (PWDs), LGBTQIA+, Muslims, and Young Women in the Philippines.
