What is Youth-Led? Learning With and From Multiply-Ed in the Philippines
The paper puts forward a framework of what youth-led means based on the practice, thinking and reflections of a youth-led accountability initiative on education in the Philippines called Multiply-Ed.With the network pioneering a form of youth-led approach, the paper clarifies what makes such an approach groundbreaking and effective in advancing and sustaining progressive change. Multiply-Ed finds it crucial to get a grip and consolidate the meaning of “youth-led” to help address the weaknesses identified in other applications.

Multiply-Ed Holds Youth-Led Education Reform Regional Conference in Cebu City, Focuses on Climate Change
Multiply-ED held a Youth-Led Education Reform Regional Conference on July 11-12, 2026. Bringing together students from public schools across Lapu-Lapu City, Mandaue City, and Cebu City, the second day of the conference focused on climate resilience and the state of public schools in the Province of Cebu. The conference theme was a response to the back-to-back disasters that hit the province in late 2025. The first was the magnitude 6.9 that struck on September 30, followed by Typhoon Tino in early November.

Learning Collaborative on Engaging Local School Boards and Local Health Boards
One of the key features of the country’s decentralization is the creation of numerous mandated local participatory bodies meant to advance and institutionalize civil society participation in governance. These are multi-sectoral bodies with powers that range from policy-making to policy oversight to being a consultative platform. However, whether civil society representation in these bodies translates to actual decisions embodying the people’s voice and agenda remains a big question.

Government Watch (G-Watch) attended the United Nations Public Service Forum 2026, held in Tbilisi, Georgia from July 23 to 25. Represented by Convenor-Director Joy Aceron, she moderated the second plenary panel on Day 1 on ‘Strengthening Government Accountability Through Oversight.’ She also served as one of the panelists in the ‘Workshop on Fighting Corruption’ on Day 2.

Multiply-Ed presents here its updated 7-point education reform agenda. These agenda were formulated through youth-led, multi-level and multi-sectoral processes of organizing, monitoring and problem-solving following Multiply-Ed’s approach to accountability. It is a set of reform agenda updated from the first phase of Multiply-Ed’s monitoring and in consideration of the result of the second phase of Multiply-Ed’s monitoring conducted from April 2024 to June 2025 that focused on access to quality education by marginalized learners.

Conducted alongside its Youth-Led Education Reform Regional Conference (YERC), the forum convened student leaders, teachers and principals from schools covered by Multiply-Ed’s previoud monitoring as well as relevant government duty-bearers.

It is not enough that budget is allocated for services and programs that are crucial, budget advocates need to also ensure that budget allocated are actually implemented according to plan and following key standards critical to the people.

Learners from indigenous people (IP) communities, youth leaders, teachers and education stakeholders in Negros attended the first-ever youth-led education conference that centered on indigenous learners last March 14. Schools represented were Carabalan National High School, Bago Elementary School, Marikudo Settlement Elementary School, and Bagong Silang Elementary School. Duty-bearers from the local government of Himamaylan and the Department of Education also attended.
