Program Manager, Empowering Youth to Lead Accountability (EYLA) in social programs

Background

Government Watch (G-Watch) is formerly a social accountability program of a university founded in 2000 that has rebooted into an independent national organization embedded in constituencies of civic and advocacy-oriented organizations. G-Watch aims to contribute in the deepening of democracy through action research on the scaling of accountability and citizen empowerment. The Empowering Youth to Lead Accountability (EYLA) endeavors to scale G-Watch monitoring through mobilization and engagement with the youth and collaboration with concerned government agencies, particularly in enhancing accountability of social/ poverty reduction programs. Since spin-off into an independent organization in 2016, G-Watch consolidated the G-Watch organization and network, identified the agenda and issues critical and strategic to it and developed its learning approaches and processes. There needs to be a more proactive and progressive effort to advance integrated and eco-systemic approaches, which include the mobilization of allies and support from the development community.

Responsibilities and Tasks

The Program Manager shall have the following functions and responsibilities:

- Co-design the next phase of the EYLA program - Manage the overall implementation and delivery of outputs of the EYLA program
- Take the lead in forging needed formal partnerships with government and other development partners for the undertaking of the program, including the succeeding phases of EYLA
- Undertake proactive fund-raising targeting new donors/ funders for scaling and succeeding phases of EYLA
- Take part in related projects and work of G-Watch Network, including in core administrative operations of the G-Watch Center - Assist the G-Watch convenor-director in performing her duties and functions

Qualifications

- At least 5 years experience of managing a development/ reform project
- Has had a successful fund-raising effort for a development/ reform initiative
- At least 5 years experience in writing technical reports, proposals, official communications on related subject
- At least 3 years experience in coordinating and building alliances with diverse sectors and groups
- Research background is a plus
- Past work with social movements and/ or reform campaigns is a plus
