"In anticipation of the 2016 election, the third Philippine action plan sought to institutionalize existing OGP participatory mechanisms and largely continued expanding the scope of activities from previous action plans. While general awareness of OGP remains low, the passage on an Executive Order on Freedom of Information and inclusion of new commitments on improving public service delivery indicates sustained energy on areas with immediate impact on citizens’ lives."
On August 17, Government Watch (G-Watch) organized and facilitated a forum-workshop aimed to discuss and reflect on the key lessons learned, evidence and gains on adaptive learning, strategic citizen action and use of digital technologies generated through Making All Voices Count (MAVC) support in the Philippines and other related initiatives. This case study pertains to an assessment conducted by the Basel Institute on Governance, in collaboration with UNDP’s Global Anti-Corruption Initiative (GAIN), of a social accountability monitoring project in the municipality of San Miguel, Bohol in the Philippines. The aforementioned project, called Bayaniham Undertaking Living in a Healthy and Organised Neighborhood or BULHON sa Panguma (BULHON), involves the monitoring of agricultural subsidies and was developed and implemented by the Government Watch (G-Watch) programme of the Ateneo School of Government in Manila.
This conference-workshop is meant to start putting the citizens and civil society at the center, not mere expectators and recipients of policies and services - but as active actors pivotal in direction-/ agenda-setting and in leading this country to a better future.
The Philippines as a nation-state will be strengthened with the proposed Bangsamoro solution. A nation-state is weakened whenever its monopoly over the use of legitimate violence is threatened by an armed rebellion; it is strengthened when it ends the rebellion through peace.

In fact, it is encouraged. Government is expected to respond and its response is expected to make it more efficient and effective.
